Delete the aggregate-table version (digital_access.qmd) and its orphaned outputs in 10_digital-access/final/. The IPUMS microdata version in 10_digital-access/digital_access/, which measures broadband access AND computer ownership, is the canonical methodology; its outputs in 10_digital-access/data/final/ are what 99_construct-database reads. Closes #607

10_digital-access/contains a single approach: the IPUMS microdata version that measures households with broadband access AND computer ownership.Deleted
