Adds the MSB wait hardening on top of official trac-peer v0.4.7 (which already includes the protobufjs 7.6.5 lock update).\n\nScope:\n- bound tx apply waits relative to local MSB signed length\n- keep waitForSignedLengthAtLeast from hanging on a missed append event\n- add unit coverage for far-future msbsl stall guard\n\nVerification:\n- npm run test:unit:node\n- git diff --check\n- npm audit --omit=dev --audit-level=high (no high/critical; existing moderate uuid chain remains)
