Publish the insufficient-credit and terminal SSE health fixes with the watcher test stabilization. Update workspace package versions and document the fixes and unchanged protocol and storage compatibility.

Prepare the 0.87.1 patch release with the insufficient-credit classification fix, terminal SSE error health accounting, and filesystem watcher test stabilization.
Update all 22 workspace package versions and the lockfile, and add release notes describing the fixes. The control-plane protocol remains 58, the request-store schema remains 28, and existing configurations remain valid. Third-party dependencies are unchanged.
