feat(uchc): add polyglot labels over stable UCNS identity

Purpose

Add the UCHC polyglot relation layer unlocked by UCNS axis-circle object identity.

A UCHC referent is exactly one consumed UCNS identity digest. Language/register surfaces attach to that referent with provenance and supersession history. Labels do not become identity-bearing and the layer never asserts pairwise word-to-word equality.

Producer dependency

Consumes the UCNS axis-circle identity from The-Interdependency/ucns#238, merged into main at 905e66964a495d7596a577bb64e4158db9465864. The shared work graph owns that exact producer pin, and the integration workflow derives its checkout from the graph.

Behavior

• heart -> UCNS identity a
• cardiac -> the same UCNS identity a, superseding the prior English attachment
• cardíaco -> the same UCNS identity a in a separate language scope
• the underlying referent identity remains unchanged
• historical attachments remain recoverable
• sharing a referent does not claim exact lexical partitioning across languages

Boundary

• UCNS owns geometric identity.
• UCHC owns label attachment/history.
• Individual language implementations own admission and semantic evidence.
• METAPAT domain restraint remains in force.
• No EDCM measurement authority transfers.
• The polyglot candidate remains outside the public UCHC wheel until migration gates authorize publication.

Exact-head repair is now at cf4b77fd58a978010c36f8ca62aff30e5ab73ed4. The polyglot graph pins merged UCNS 905e66964a495d7596a577bb64e4158db9465864; the integration checkout derives that pin from the graph; every integration attachment receives position.identity_sha256; repository-root pytest discovery includes all three source roots; and the clean-wheel probe no longer imports the deliberately unpublished polyglot candidate. The PR full-corpus path filter now also covers shared/**.

Follow-up repair at exact head 322859fe0194b8c66628349c4b347762164d0828 adds docs/work-graphs/polyglot-circle-identity-v0.json to both integration workflow trigger filters, so every producer repin reruns the cross-repository proof.

The producer-trigger repair is unchanged; README and docs/POLYGLOT.md now document the graph as the single exact UCNS checkout pin, which also causes work-graph, full-corpus, polyglot integration, and CodeQL to run against this same revision.
