Move CI to GitHub Actions #26
Description
Travis CI is pretty much dead. We should move to GHA, perhaps even with automated releases when tagging.
@RalfJung you originally added Travis CI support here - if you still use journalwatch, maybe you'd be interested in helping with the migration?
