remove dip and add equality constraint to enforce dip and dip the same

[Nan-Tetheria]

This PR:

1. removes the position actuators for the dip joints
2. adds the equality to constrain the pip and dip to be equal all the time, as the characteristics of our pregen1 hand
3. adjusts the training env files according to this coupled joints.
