Raise the tested envelope and publish the numbers operators actually size against.
Phase 9 established the shape of the cost — compile is linear in leaf count,
Convertis linear in array length, spoke-to-spoke is ~2.3x a single hop — and those numbers are in Capacity planning. What is missing is memory, cold start, and anything above the 100-target envelope thatmake test-e2e-scalereaches but CI never runs.Scope
