small changes to ui in regards to language

Purpose of this PR:

changed small things regarding language.

How to Test:

all code changes have been explained and are visible by clicking the respective buttons

What Has Been Changed:

1. Added/fixed German translations for:

• Error moving data
• Data is now saved in:
• Updated data folder
• You selected DolphinTool.exe ...
• Wrong dolphin executable selected
• wheel wizard will move its files to...
• move wheelwizard files?
• "Portuguese" in German
• "About"

2. Fixed an info text saying "Path can end in" twice
3. Added a new Settings.Designer.cs template for the Settings change popup, as well as default and german values for it
4. Fixed the TODO to show the language change popup in both current and target language, as shown in the screenshot (i fixed the typo with the second commit)

5. Fixed Language option not resetting itself when the change was aborted
