The homepage news bar disappeared after consecutive empty collections, and later headlines could not deploy because the background-color test sampled foreground content shifted by the bar. Scheduled collections still reported success without confirming publication.
Add Texas Tribune and Data Center Dynamics RSS feeds alongside Dallas Innovates and GDELT, recognize Dallas newsroom university initialisms, and retain a visible availability message when stories expire. Correct the sky measurement without relaxing its color threshold. The six-hour refresh now checks collection health and waits for a current attributed headline on the public homepage; the existing live monitor also checks headline freshness.
Validation: real collection succeeded with three publisher feeds while GDELT was unavailable; 11 Python self-tests and 17 browser layout/expiry cases passed; the corrected page-ground suite passed. Workflow failure propagation, snapshot health, release wiring, and desktop/phone visual checks passed. Full local guards were interrupted during an unrelated Ask browser test under excessive machine load; an unset local RUNNER_TEMP failure passed after configuring the directory. Full CI is required before merge.
