openai/codex-action@v1 picked up commit 86365089 (2026-08-20), which rejects codex-args that override restricted config roots (incl. sandbox_workspace_write) whenever a protected safety-strategy like drop-sudo is set. All four agent workflows were failing with "codex-args cannot override sandbox_workspace_write.network_access with a protected safety strategy or permission profile."

Fix: move the setting into a committed, trusted .github/codex/config.toml (not sanitized by the action's codex-args validation) and pass codex-home instead; the blocked codex-args line is dropped. Network access inside the workspace-write sandbox is preserved (CLI default is false, agents need live gh/cluster network).

Affected workflows: monitor.yml, _sre-agent.yml, project.yml, product.yml (one codex-action step each).

openai/codex-action@v1 commit 86365089 rejects codex-args overrides of
sandbox_workspace_write under safety-strategy: drop-sudo. Move the
network_access setting into a committed .github/codex/config.toml and
point the four agent workflows at it via the codex-home input.
