chore(deps): bump next to 16.3.6 to clear all 11 Dependabot alerts - #51

All 11 open alerts were against `next` 16.2.9 in apps/web. Nine are patched in 16.2.11, but the two critical ones require >= 16.3.3, so this goes to the current 16.3 patch release and moves `eslint-config-next` in lockstep. Development verification: exact Web deployment 505bb09c-fd5a-4869-927e-08a6cb19c31b at dev 247d96f reached SUCCESS after full CI. Fresh Linux Sharp optimization of the repository’s local og-image.png returned HTTP 200, image/webp, x-nextjs-cache MISS, and decoded 256×134 pixels. Generated Open Graph image returned PNG 1200×630. Production promotion/default-branch alert closure remains a separate gate. |
