Adds TestForge's dependency-free line-ending verifier, a reusable composite Action, and a stable line-ending-policy CI job. The oracle validates effective Git attributes and raw staged blob bytes while preserving explicit byte-custody paths and submodule gitlinks.\n\nVerification: 74 repository/package/evaluation tests passed; package, eval, release-custody, and self-gate validation passed; detached TestForge review passed at 24b9b3d.
