JVNAUTOSCI-1459 repair telemetry coherence and talk workflows

Summary

• fix contradictory turn-execution progress, error, and tool counters and record workflow-selection rationale
• map tool planning/execution stages correctly and stop hierarchy rendering from coercing custom relation edges into taxonomy children
• add canonical talk, technical/scientific talk, and academic presentation workflows plus ontology primitive bootstrap and validation
