Implements JVNAUTOSCI-1452. This changes VWL step compilation and execution to be LLM-first for ordinary reasoning steps, preserves deterministic/control/subworkflow exceptions, adds the generic LLM step executor, supports multi-enabled LLM settings for runtime model selection, migrates the canonical planning/narration/buttonify/tool-calling workflows, updates publication/validation surfaces, and refreshes the workflow manual and regression tests.
