A file published after the writer is constructed was invisible, so save() returned false and wrote nothing.

Summary
LaravelConfigWriterindexes config filenames when it is constructed. A file created after that was invisible, andsave()returned false without writing.getFile()andhasConfig()now rebuild that index when a lookup misses, then try again. A file that is still missing still returnsnull/false.Test plan
