Updated tasks.json for Decky v3.1.10

Fixed permission issues with rsync due to the Decky v3.1.10 update, where the plugins folder's ownership changed from the deck user to the root user.

New logic:

• Copy the zip file to /tmp/plugins-tmp using rsync
• Move the zip file to ~/homebrew/plugins
• Extract as usual
• Update the plugin folder's permissions to match other plugins

Added extra tasks:

1. Remove the plugin zip from deck
2. Restart the Decky service
3. New task: all-in-one Build + Deploy + Restart Decky service
