Update DeckRoulette to 1.3.27

This update modernizes DeckRoulette for the current Decky SDK and improves how game lists are organized and used from Quick Access.

• Replaces the legacy decky-frontend-lib integration with @decky/api, @decky/ui, and @decky/rollup.
• Pins Installed and My Games by default while allowing any Steam collection to be pinned, unpinned, and reordered.
• Keeps unpinned collections accessible through Browse Other Lists.
• Adds collection exclusions for the broad Installed and My Games roulette pools without affecting direct collection shortcuts.
• Preserves shortcuts across collection renames and safely ignores deleted collections.
• Improves controller focus across QAM entry, browsing, pin changes, and reorder saves.
• Serializes rapid settings changes so later input is not lost while an earlier save is in progress.
• Removes the stale duplicate submodule mapping for the previous repository so database checkout resolves the current maintained repository.
