Update SDH-GameSync to v1.1.3

v1.1.0 change

1. Add option to not sync when Steam is in offline mode
2. Support syncing clips, achieved by patching window.g_GRS.m_clips.set
3. Add option to trigger screenshots and clips syncing with global sync (only allowed when capture_delete_after_sync is enabled)

v1.1.1 change

1. Allow syncing captures on game start/stop without a global filter
2. Use built in clips API, thanks to feat(globals): document the other stores decky-frontend-lib#121

v1.1.2 change

1. Fix error on resync from the logs page

v1.1.3 change

1. Fix the themes broken by the latest Steam update

Yeah, as all the other plugins, you will need to rebase your repo with the latest changes in this repository, our CI was a bit brokey from Microsoft changes. Sorry for the bother.
