Mykrobe 0.13.0 genotyphi 2.1, Issue #1257

This PR is to address Issue #1257 ; the PR includes an updated Dockerfile for Mykrobe 0.13.0 with the most recent versions of Genotyphi v2.1 and Sonneityping v20210201. The program-specific README.md has been updated to include the micromamba package versions and citations requested in the issue and by the authors of the repositories. The main README.md also includes the new directory in the versions dropdown. The Program Licenses for Mykrobe have not changed.
