This PR is centered around updating the dockerfile for MLST to version 2.33.0. It also includes the potential addition (if approved) of mlstdb, a helper tool to keep mlst databases updated with information from PubMLST and/or Pasteur.

README.md is slightly longer than 30 lines to supply the user with default schemes available for sequence typing.

This PR is still a draft, pending approval for usage of the mlstdb tool and for approval of test files including those used to produce the pstuartii scheme for testing.
