This change fixes the 500 Internal Server Error in the /api/v1/deputes and /api/v1/groupes endpoints caused by querying the non-existent columns groupe_libelle and nom_deptmt in the database. It resolves these values programmatically on the server instead, and fixes the rateLimitHeaders call signature mismatch.
