Adds the umbra-reviewer advisory PR review (advisory-only — never blocks or merges; sensitive surfaces escalate to a human) and a Dependabot config (github-actions, weekly).

Advisory-only umbra-reviewer on every PR (never blocks/merges; sensitive-surface
escalation). Dependabot watches github-actions deps weekly.
