Make max collateral a multiplier

Description

As the recommendation is to set max collateral to storage price * collateral multiplier * 10, rather than have the user calculate it on any price change and remember to update it, use a max collateral multiplier like the collateral multiplier.

@ChrisSchinnerl I suggest we also bundle this with a change at the protocol level to make max collateral based on contract duration as well instead of being an absolute value. Both changes are required to get the desired behavior, which is a consistent amount of data stored over a period of time.

Right now, if we add a multiplier/amount of data we have to assume that it is for the max contract duration. Forming a contract and allowing 10TiB * max contract duration of collateral for 10 blocks is not the desired behavior.

Agreed. It should be relative to the contract duration. We just need to be mindful about the fact that our contract refreshes will end up draining the collateral of our contracts over time. Diminishing the amount of collateral rollover we'll be seeing during an eventual renewal.
