feat: add PSPC Our Languages dept filter and update pages label - #99

- Add 'PSPC Our Languages' / 'SPAC Nos Langues' to the department dropdown in GC Feedback, mapping to the Translation Bureau institution values - Update 'Pages with Feedback Tool' label to 'Pages with comments' (EN) and 'Pages avec commentaires' (FR) on the dashboard
Replace Highcharts with Chart.js for the comments-by-day chart and refresh its styling: validated colorblind-safe blue bars with an orange rolling-average line, refined axes/gridlines/tooltip, and a softer chart container card.
