docs: document always-on widget default

What changed

• Documents that Token Widget and Always Visible are enabled by default in 0.4.0.
• Explains that non-Session Claude surfaces and non-frontmost periods show only the machine-wide global face.
• Records the safety invariant: no Session ID, binding.exact is false, and no Session-scoped numbers.
• Updates the Claude compatibility checklist to match the approved behavior.

Why

The always-on global widget is an intentional 0.4.0 product change, but the previous contributor invariant still required these surfaces to hide the panel. This PR makes the release notes and engineering contract agree with the shipped behavior before the release tag is created.

Validation

• npm run check passed: 78 JavaScript files, 22 shell files, and 20 Markdown files.
• The signed and notarized 0.4.0 DMG was separately verified as Notarized Developer ID.
