Meridian used a 100 ms timer to drain folder events and stored portable workspace state in LocalAppData. Use Windows filesystem notifications with a one-shot debounce, overflow refresh, and manual fallback. Stop shipping WatchKit. Mark portable packages and keep both workspace files under adjacent
data/; migrate a validated copy without overwriting existing portable files or changing the legacy source.Validation: local x64 Release build, nine watcher fixture checks using local Windows filesystem events and a synthetic dispatcher, and the packaging fixture passed. The full local Core suite passed 1,596 of 1,597 tests. The unchanged dangling-symlink test could not create a symlink under this account. Independent source review passed. Full Core and both Windows architecture jobs are required before merge.
