Completes Round 9's closed-tab item on top of PR #149's per-pane tabs.

  • Core ClosedTabStore (closed-tabs.json beside the other stores): records each closed tab with the back/forward history it held, most recent first, capped at 50; atomic temp+move saves, damaged files start empty, saves are best-effort so recording can never break tab closing.
  • Closing a tab (button, Ctrl+W, or middle-click on a chip) records it; Ctrl+Shift+T pops the most recent entry and reopens it in the active pane with its history restored.
  • Roadmap's closed-tab line is checked.

Local gate green; Windows CI is the App build check. Runtime Unverified until tested on a real machine.
