…nestly rejected (P-076, Session 26) Consolidation program step 5, final step: - Conservative Hold's declaring authority bound to the existing RCS accreditation body (the dangling 'named in ANNEX_AL §3' pointer named no one) — with the adversarial hardening: the automatic state change is operative without confirmation; non-confirmation is a logged breach notified to the Ombuds; wrongful declaration and refusal to confirm are both appealable on the L7 spine; the dual-control path (accreditation controls the quorum denominator) is named and bounded. - Phantom 'Measurement Oversight Body' deleted; escalation bound to the ANNEX_AL §4.1 methodology-review panel, now with a constitution clock (14 days) and finding clock (30 business days). - 'oracle council' -> 'oracle cohort' (FC-033's own unit), incl. two words in SPECIFICATIONS.md — Session 26 Christ-centered review. - Stale ANNEX_AM §3.1 cite corrected to §3.4. - Two proposed mergers examined and REJECTED with recorded reasons: register-adjudicator vs contribution verification are different functions protecting different people (merging would weaken INV-006); the 'Temporal Continuity Review Panel' exists nowhere. Honest count: 47 inventoried -> 44 effective (2 phantoms, 1 duplicate term); zero operating bodies merged — a wrong merger is worse than none. Verification found the headline merger candidates dissolve: one was already a single body under two paraphrases, the other would have concentrated benefit-adjudication across three instruments against INV-006.
