Consolidation program, step 5 of 5 — and the honest ending. The original audit hoped for "47 institutions → low 30s." Verification found the headline merger candidates dissolve: one was already a single body under two paraphrases, the other would have concentrated benefit-adjudication across three instruments against INV-006. A wrong merger is worse than none — so this patch does what was actually earned:

  • Two phantom bodies resolved to real ones: Conservative Hold's declaring authority (the old text pointed at "ANNEX_AL §3," which names nobody) is bound to the existing RCS accreditation body — hardened per the adversarial panel: the automatic hold is operative even if confirmation never publishes; non-confirmation is a logged breach with Ombuds notification; wrongful declaration and refusal to confirm are appealable on the L7 spine; and the dual-control seam (the same body accredits the quorum it senses) is named and bounded rather than hidden. The phantom "Measurement Oversight Body" is deleted; escalation goes to the ANNEX_AL §4.1 methodology-review panel, now with constitution and finding clocks so an unconstituted panel can't become an indefinite conservative-fallback lever.
  • One term unified: "oracle council" → "oracle cohort" (FC-033's own unit), including two words in SPECIFICATIONS.md — full Christ-centered ceremony (Session 26) for a two-word constitutional change, because the discipline is the point.
