Consolidation program, step 1 of 5 — the rule that stops the corpus growing by accretion. Amends Acceptance_Protocol.md:

  • The rule: a proposal introducing a mechanism whose protective function an existing mechanism already performs (detection, appeals, data minimization, evidence gating, status tracking, separation, or any new standing body) must extend the most general existing instrument or attach a published justification why extension cannot serve. Neither → returned at intake, no technical review.
  • Return discipline: every return carries a published return record (void without it); a point-by-point resubmission can't be re-returned on the same ground; contested duplication escalates to the standing adversarial panel member. AV1 is assessed first for Tier-1-touching proposals.
  • No laundering: extensions that add authority, personnel, data collection, or gatekeeping power get full new-mechanism scrutiny at the higher applicable tier.
  • Simplicity presumption: burden of proof on addition, never deletion — bounded twice: it attaches to mechanism count never independence count (no blessing power-concentrating mergers; INV-006 is the floor, not the ceiling), and every consolidation must show each protected person keeps an equivalent or better path (the person on the floor, mid-appeal, or whose only remedy runs through the merged mechanism).
  • Corrigibility: if the gate suppresses needed protections or relocates complexity into justification documents, that is evidence against it.

Ceremony

  • First change under the one-role-per-subagent panel discipline: four independent reviewers ran in parallel — adversarial systems designer, Christ-centered, corpus-fit, minimalist. All four: APPROVE WITH FIXES. Every required fix is in the adopted text (return-record + ratchet + escalation; anti-laundering tier rule; independence-count bound; protected-person clause; corrigibility clause; functional test instead of a closed family list; P-073 provenance + amendment headers).
  • Christ-centered review per .claude/rules/constitution-review.md: Session 25 (9/10) — the gate as structural repentance from Matt 23:4 (binding heavy burdens), with the widow's-protection guard against simplicity-as-sword.
  • Patch record: P-073 (ACTIVE, structural) in Patch_Log + linkage row; amendment headers updated (also fixed the stale "two amendments" line that had missed P-034).
  • Validators: 0 errors, status consistency OK (115 docs), linkage tables OK.
