Atmosphere 0.8.4 Support

The latest version of Atmosphere added a much simpler way to reboot the console to payload. Support for changing the configuration for this needs to be added.

The current plan is to add support for this along side the large menu refractor that is currently underway. If it is absolutely nessairy I can add basic support into the main branch however I would like to avoid this if possible.
