Milestone tracking: M1 — Delivery backbone and governance. Owner SayandB; roadmap-milestone label and M1 milestone set. Child issues: T-001 #11, T-007 #22, T-009 #24. PR #19 carries CI/pre-commit and Gemini review governance. Branch rules are active; final merges still require an independent maintainer approval.
