Task
Build the resource accounting and scale layer for operational autonomy.
Description
Add budget tracking, policy-based resource allocation, and cloud execution governance to avoid uncontrolled expansion.

- scale decisions are policy-aware
- economic rails stay transparent
- infra decisions can be constrained and reviewed
