Add bounded authority history pagination

Summary

• add validated limit/offset windows for revision and event histories
• preserve authorization filtering before event pagination
• cover pages beyond the first 100 records and document the Core/MCP boundary

• uv run --no-sync pytest (339 passed, 2 skipped)
