SHA-pins all GitHub Actions refs in ci-cd.yml (15 refs) and slsa-provenance.yml (5 refs) to full 40-char commit SHAs with version comments. Freeze-only: no major jumps, no functional changes (diff is uses: lines only). Closes gate from PR #12 security review (card 2bbd1755). Precedent: SabaTrace 0570257b.
