Minor graphical bug - cursor doesn't switch to hover icon

it's quite a minor thing so it's not too important, but while specifically using this theme the cursor never seems to switch to the hover icon on any button, except some buttons on the friends list.

I'm not particularily fussed about it, but it does make the theme seem less responsive, although the buttons themselves still work.

Valve's use of the pointer version of the cursor is at times incoherent, so instead of trying to catch every instance, I had to disable it globally and then re-introduce it in some scenarios. In Windows 8 and the original Metro skin, the pointer state is uncommon, and buttons are highlighted more dynamically via color changes, same as in my theme. There might be a few areas where that does not happen though, or where the effect is not as pronounced as I would like it to be (e.g. the arrow buttons of the library home). I'll probably get to those eventually.
