[Docs] Document task notifications and widget delivery

What changed

• document task-list retry recovery and notifications sent when web-task initiators are away
• clarify that supported communication surfaces receive widget links even when no text preview is provided
• include Email in the documented widget-delivery surfaces

Why this change was made

The daily public-doc accuracy audit found these behaviors in user-facing changes merged to develop during the exact window from 2026-09-12T03:00:45.876Z through 2026-09-13T03:00:45.876Z, but the public docs did not describe them accurately.

Draft PR #2582 remains separate and unmerged. This change does not duplicate its automation next-run, Email per-run thread, or Telegram live-progress guidance.

Impact

Users can now find the current recovery path for task-list load failures, understand when web-task settlement notifications are sent, and know that widget links reach supported communication surfaces independently of optional preview text. The required Mintlify validation and broken-link checks pass.
