What changed

Corrected Fails quiet to Fails quietly in the Telegram link-nudge rate-limit comment.

Why this change was made

The original sentence used an adjective where an adverb was required, making the developer-facing explanation grammatically incorrect.

Impact

Runtime behavior is unchanged. The comment now describes the Redis-unavailable behavior clearly and grammatically.
