Create Installer utility for all required/optional tools

Add an installer for setting up a new pc for robosim.

Needed SW:

Octave, Arduino, Python, PySerial,

Optional SW:
Eagle, LtSpice, LyX, LibreCad

Really simple with NSIS, and there's a great example here: http://nsis.sourceforge.net/Embedding_other_installers - Probably an easy one for a student to do some night

Actually if you don't mind, could we put one of the newer students on it? I
can have them ping you for help. I'm itching to get the onboard with things
other than practice problems. I've got the couple of other robosim code
activities out there as well.

Required SW:
https://www.arduino.cc/en/Main/Software (Arduino the main sw needed)
https://www.python.org/download/releases/3.2.5/ (Python, a tool used to help build arduino software. MUST USE THE 32 BIT VERSION!!!!)
https://pypi.python.org/pypi/pyserial (PySerial, a library needed to detect what port the arduino is connected to)
http://www.gnu.org/software/octave/download.html (Octave, the software for doing robot plant modeling and analysis)
--After completed, run the command "C:\Octave\Octave-4.0.0\octave.vbs --no-gui --persist "pkg install -forge instrument-control"" (without the outside quotations)
--may need to adjust the install path per where the installer puts it.

I think we were able to finish this up. Was the final installer tested and uploaded anywhere? If not we should try on github large file hosting, maybe? There's other options too. We could make electrical test it out on one of their laptops too, since they'll probably want some of the SW anyway...

We did divided this up but didn't upload it. I think Github LFS is worth
trying too, we just need to have a student download the actual Github
client. We didn't put any command line options on any of the installers, so
we could also potentially simplify some installs by making them silent.
