docs(readme): add 5-second-test tagline under H1#15

The previous README went H1=Trove → 24-word blockquote lede. Skim-readers who don't pause on the blockquote saw only the project name and bounced. Adding a short tagline above the blockquote gives a 3-second hook before the more detailed lede. Tagline pattern (kept short, no marketing buzz): - "Shared API credentials + service playbooks for every AI coding agent on your machine." - Trailing clarifier: "Local-first, no SaaS, no per-project re-paste."
