Add independent RouteFrame audit

What changed

Adds ROUTEFRAME-AUDIT.md, a constructive, independent review prepared for the project maintainer and future development agents.

The audit covers:

• Data and relationship semantics
• Stable identity and coordinate collision risks
• Source provenance and pipeline reproducibility
• Safe rendering of public and community data
• Privacy and Nominatim controls
• Licensing clarity
• Tile loading and memory behavior
• A phased improvement plan and proposed relationship schema

Why

The project has a strong public-interest concept, especially its agency-sharing visualization. The document explains what is already valuable and what should be strengthened before the map is treated as authoritative evidence.

Impact

Documentation only. No existing source file, dataset, deployment setting, or live-map behavior is changed.

Validation

• git diff --cached --check
• No-long-dash project check
• All five referenced RouteFrame public pages resolved successfully
• Published totals and representative collision measurements were checked against the repository data
