Summary

• Read an issuer home domain and the matching stellar.toml CURRENCIES entry, then show whether that asset is published as SEP-8 regulated.
• Treat a missing regulated field as explicitly not regulated, and a failed toml fetch as toml_unreachable.
• Show Horizon account flags separately from the declaration, and label every field as self-published.

Fixed the TypeScript error in __tests__/format.test.ts.

The format fixture used satisfies RegulatedAssetInspectorResult without regulatedStatus. The field is now on the fixture, and the two status cases still override it.
