Docs: Sketcher vertex size respects user preference (FreeCAD PR #26908)

Summary:

• Adds a FreeCAD 1.2 Sketcher release-note entry documenting that new sketches now respect the user's default vertex size preference instead of always defaulting to 4 px.
• Updates both the translated release-notes source and the English page.
