fix(deps): update build-tools submodule for image rebuild

Description

Update the build-tools submodule (insights-frontend-builder-common) from 4ba1f7e to d5c88bf to trigger a Konflux pipeline rebuild. The runtime image uses caddy-ubi:latest, so a rebuild will pull the latest Caddy UBI base image (updated via caddy-ubi MR !486), resolving remaining GovCloud CVEs in the container layer.
