HSR-RUNTIME-ARCH-044: reviewed static GrantExtraTurn Golden fixture

Implements HSR-RUNTIME-ARCH-044 only.

• Adds one independently authored compact static GrantExtraTurn Golden fixture.
• Adds focused ARCH-044 end-to-end validation and controlled stack-depth divergence tests.
• Does not modify production simulator/runtime behavior or either regression manifest.
• Existing runtime regression lane must remain 9/9.

Acceptance requires full PR CI, final diff audit, updated LUMEN_RESULT.md with real results, report-head CI, merge, and post-merge main CI.
