Task

HSR-RUNTIME-ARCH-042 — ImmediateAction Static Golden Regression Promotion

Scope

• evolve standalone runtime action-session regression manifest grammar from v1.7 to v1.8;
• retain explicit historical v1.7 semantics;
• add one frozen, strict IMMEDIATE_ACTION setup;
• reconstruct exactly one production ImmediateAction(target_ids=[...]) at its declared action index;
• append accepted ARCH-041 static Golden as ninth locked runtime regression case;
• preserve all prior fixtures/case order and legacy regression boundaries.

Explicit exclusions

• no simulator/runtime contract/adapter changes;
• no Golden fixture changes;
• no legacy manifest promotion;
• no GrantExtraTurn support;
• no generic effect/action-axis DSL;
• no Timeline/priority/action-family/interrupt/extra-turn semantics changes.

Baseline

Accepted main: e8492f8dd35a11b0f47fd1315e871cc5500b335c with 1635 pytest passed, legacy 20/20, trace evidence 2/2, runtime Golden 8/8.
