Summary
Serialize overlapping scheduled reconciliation and drift checks instead of turning normal lock contention into a failed maintenance service.
Both paths already share the installer lock. The reconciler now waits up to the existing maintenance-scale default before reporting a timeout, so a drift timer firing during reconciliation runs immediately afterward and reports the real pinned-state result.
