fix(ci): peel codeql-action v3 to commit SHA#17
Conversation
Same imposter-commit issue as scorecard-action: v3 is an annotated tag, so /git/refs/tags/v3 returned the tag object SHA (865f5f5). Replaced with ce64ddc (the actual commit) so scorecard.dev publish succeeds. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>

Same imposter-commit pattern as PR #16 — v3 is an annotated tag, so the tag-ref SHA isn't a commit and scorecard.dev rejects it. Replaced 865f5f5 → ce64ddc.
