feat(ui): context filters only clickable when there is relevant data #1017

Open

Description

@jacobvjk

Situation
At the moment, every sector and region identified in the metadata ends up a selectable in the context filters (detail view and comparison view). This is confusing as most selections will not yield any relevant information.

Solution

  • Like on the "Coverage" component, banners for Sectors and Geographies should only be filled if there is underlying data to be displayed. Otherwise they should remain outlines only.
  • When there is nothing to be shown, i.e. they are outlines only, then they should not be clickable.
  • Availability of benchmark data OR availability of key features or dependencies is sufficient for a sector or region to be considered available

    not resolved by #1022 because this should respect availability of key features as something that is available. That depends on #998 to wire up the filtering of key features to the context filters first

    decision for now:

    • until sectors other than "Power" are explicitly covered, only power is clickable.
    • Within a covered sector, data on either one of assumptions OR dependencies OR timeseries is sufficient to count the sector as available and selectable
