Implements protected per-TOPS lifecycle profiles, fixed-layout receipt observation, fresh SSIAG authorization, exact coordinator invocation, dynamic report-only planning, and timestamp-neutral transaction identity. Apply, package actions, boot-journal persistence, activation, and Maestro docking remain unavailable. Verification: all Go and C++ suites pass; validator reports 4705 pass, 193 historical unindexed-surface warnings, 0 violations.
