Link PushForm's social profiles from the Commons footer - #86

Add Discord, GitHub, X and Reddit icon links after the PushForm, Terms and Privacy links. They appear on every page and in the floating footer on browse views. Each icon has an accessible name and a tooltip. The footer's links wrap on narrow screens. Icon paths are Simple Icons brand marks (CC0-1.0). Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Tests: new
SiteFooter.test.tsxcovers the normal and floating footers. All 155 Commons tests pass, as do typecheck, lint and the SPDX check. Checked visually at 1280 and 360px wide.🤖 Generated with Claude Code
